German Chancellor Friedrich Merz has warned against underestimating the threat posed by Russia, stating that President Vladimir Putin aims to destabilize Europe’s political order, not just defeat Ukraine. In a Bloomberg interview, Merz emphasized Russia’s broader goal of undermining European democracy.

Escalating Tensions and Incidents

Germany has accused Moscow of a failed drone attack on Leipzig Airport in August, part of a growing list of incidents in Europe linked to Russia or its allies. Earlier this year, Germany closed the Russian consulate in Bonn and the “House of Russia” cultural center in Berlin, prompting Moscow to shut down German cultural institutions in retaliation.

Tensions between Russia and the EU’s liberal democracies have been rising for over a decade. Since Russia’s initial incursions into Ukraine in 2014, aimed at preventing Kyiv from strengthening ties with the EU, numerous cases of Russian agents attempting to weaken European institutions have been documented.

Germany’s Growing Concerns

As Russia’s military campaign in Ukraine stalls, the Kremlin has intensified attacks, seemingly testing EU member states. The head of Germany’s foreign intelligence agency recently warned that the country is now a primary target in a covert war with Russia, with the threat reaching a “new, more dangerous dimension.”

Merz highlighted that many, including some in Germany, fail to grasp the full extent of Russia’s objectives. “They fear democracy, open societies, and the success of European integration,” he said, stressing that the conflict is not solely about territorial conquest in Ukraine.

Germany, alongside other European and non-US allies, has been funding Ukraine’s defense and equipment needs without Washington’s direct financial support. “It’s a significant strain on our budgets, but we’re committed to sustaining this effort until the war ends,” Merz stated.

European leaders face the challenge of continuing to support Ukraine without US assistance. While maintaining sanctions against Moscow and insisting Kyiv not cede territory, they acknowledge the difficulty in replacing US defense systems and intelligence sharing in the short term. This comes as several European capitals prepare for intense election seasons.

Ukrainian President Volodymyr Zelenskyy recently accused the US of deliberately slowing Starlink internet speeds, key for Ukrainian troops, and delaying Patriot missile deliveries. “It seems measures are being taken to pressure Ukraine into capitulating,” Zelenskyy told Bloomberg, though he clarified he doesn’t believe this is the intention of US partners.

European Unity and Defense Reform

The German chancellor emphasized the importance of European unity in the face of Russian aggression. “A stable Europe, a united European continent, and a strong European Union as a global partner are in the best interest of all, including the United States,” Merz stated, addressing recent shifts in U.S. policy toward Russia.

U.S. Policy Shifts and European Concerns

Merz concluded by stressing the need for Europe to take greater responsibility for its own security. “We are heeding the wake-up call,” he said, emphasizing the urgency of the situation.
